These are tank to bowl bolts and if you look closer inside the tank under the bolt you will see a rubber washer, these washers can come loose or deteriorate over time. Sometimes you can tighten them to stop the leaking but you will need to tighten the screw inside and hold the bottom nut from spinning as well. When flushing with water supply off to empty tank or by flushing with a bowl of water, there's no leak. It doesn't leak when the water is turned back on and the tank fills.
